While i am glad that 3.5 servers got this updare delayed, i still don't understand black widow arguments for free base laying. That ability has always been tied to being an upgraded account over the 9th base, and as you said yourself people will mostly have to upgrade anyways to build these bases, ...

The major problem I see with this idea is the upgraded player or end game account player who already has a well developed account can effectively double their area for little charge. Not sure if this is in the right topic. Change the base stability countdown from 3% to 2% on United Colonies bases. Will increase the economy of the occupation holder from 31 days to 50 days. Additionally, do not start the countdown until the base is actually occupied.
