There are other games which do derb recycling it like that - you collect derbs when your recs land. But then you have to get back to your base before you can collect again. Would change quite a lot, no change to make lightly.

I like the basic idea of adding outposts but the concept is far too complicated. For example I don't get why you want to introduce a separate credits bank. Restricting outposts to some levels of structures needed for jumpgates and defense would be enough. And some of the problems op wants to fix are...

Of course basically the active will always beat the inactive, and that is the way it should be. But I think all servers could use some more activity after the first year. Fleet size is the only thing in AE with no soft cap. The result is that fleets grow ever bigger if they don't get derbed (which can, but doesn't need to relate with the skill of the owner) until nobody else can touch them. The "whinies" quit because they don't see how they could ever fight...

How would it reduce people from rage quitting? The rule should be simple to understand and to calculate for players and server and it would be nice if it could be the same on all servers.
