hmm true, but theres also the fact that 59 is only a short trip away from 58... my fleet is actually in 59 right now and saw some BOS fleets that landed that was caught by SCIS, looks like they have it locked to me.

And they don't have it locked down, due to the requirements to have a stronghold, though I'm not sure if SK uses these.
Guilds must have 100+ bases in the galaxy: SCIS doesn't even have 100, even though they're close to it.
Large amounts of fleet: Check.
Control of UC occupations: Most of them, Check.
Capability to farm out any unwanted residents: lolno. And one mobile isn't ANY unwanted residents.
And not allow invasions too often: Everyone's to busy in the lowers right now...so we can leave this blank
So, if this were a test, SCIS would get by my standards. A 2.5 out of 4 (The .5 for having almost 100 bases, and not out of 5 because they havn't been invaded yet, and thus shown if it will be allowed or not.)
