Both sides have allies from what I can tell the teens and 30s seem to be learning towards Rage (though the 30's indirectly) and the 20's lean to Pax.

I say indirectly on the 30's because though they are not on either side of the war between Pax/Rage they have attempted multiple times to attack Pax's known allies in the 20s.

HIVE's attempts in the 20s were in response to the B20s raiding the 30s routinely.

The 30s would prefer the lowers settle their own affairs and remain out of HIVE's affairs. And it appears Pax has similar view on that the other way, so a foundation has been laid for at least respectful tolerance.

I don't know about the other guilds, but ROMA isn't really leaning either way. We're only pacted with the other 20s guilds to defend against the 30s and teens.
