Any of us can make propositions, then bring them to one of the council leaders- Gm's of the top7.
There has been much debate to say the least and tempers have flared often, so there is a bit of fatigue.
I would suggest to make propositions on this forum, debate and come up with a draft that there is some consensus on to present to the top 7 gms.

i was for 2 days. i had an emergency and i also lost my FT to HC rape as a result. but tbh, sometimes RL happens man. ask your friend The Respected Wanderer if i am still in VM. lol
