seems almost purposely ambiguous, tbh.

The law needs to state lots of things specifically or else its completely useless.
I know things like this should be assumed as part of the law, but well, assumptions make asses of us all.

Not "just as easy". That interpretation is less likely but still possible. They could revise it... or they could up the percentage a bit and make it total fleet.

5 days after this post, 7 days after this became a problem, still no response? I'd say I'm bumping this post to put it first in the forum, but it already is. If this is how long rulings are going to take, they are worthless, half the war is over. Of the 20 'council members' 17 should get a vote:

1) 115% is the total of all fleet allowed to enter the stronghold of the guild you are at war with. No additional fleet, ..named 'exploration ships' 'resupply ships' 'intell forces' or even 'humanitarian aid relief forces' etc... Allowed. Attacking player and forces being sent should be declared.

2) You can send in whatever you want, the 115% is just a suggested amount if you want to be, generous and attack another guild with some suggested amount of fairness, but is by no means a limit on attacking forces.

3) the fleet limit only counts for a specific amount of time, the time and amount of how much and when additional forces can be sent to the stronghold of the guild you are attacking, will be determined at a later date.

Currently the answer is a mix between 2 and 3, which doesn't really make any sense. It needs to be revised, but there's a lot of things that need revising.
