Non-War ROE New Law Added

As per the vote of the judge council, a new law has been introduced in the non-war ROE section:

G. Guilds will need to list the start and end dates of their NAP once they are out of war on their guild profile.

This will be effective immediately for all guilds under DRAKO law.

All votes that take place will be added to the new votes section of DRAKO law for oversight on when changes are made to the document.
