I'd be surprised if 10s declined a 10s/20s pact. Not sure about the 20s side though.

Any trade i receive gets filled pretty instantly unless I'm sleeping...but other than that server is meh for getting them filed

We can't help it that we are getting killed by ennui. When only 10% effort wins, pretty hard to bother logging in to activate new trades when your guild's fleet out numbers the next guild 10 to 1 because all rivals bought in to turrets first and avoid paying fleet maintenance no matter what.
