Looks like the Top 4 Guilds are Competing for Top Farmers Honors.
Guess they dont have the backbone to engage in war with each other.

It can seem like that
Often it's just they are trying to Secure their respective strongholds prior to invasion.
Or nothing else to do or having almost no targets left to hit . randomly sending fleet of into another stronghold just feeds someone else's account.
GM's seem to spend a lot time scratching the proverbial before anything happens so blob stares and bored guildies wack a molling all and sundry farming.
