Changes to the Shared IP system

Dear players,

We have changed the shared IP system to make it easier and less intrusive. From now on players no longer need to request a shared IP permission in order to use shared IPs, they are only required to be upgraded. The shared IP rules are still in effect and accounts using shared IPs will still be monitored for abuse, this is just to lessen the work for the players and allow them to use shared IPs without having to fill out an unnecessary form.
