Debris generation formula adjustment

The intention is to give a little more profit in combats at game start, right now the debris generated at beginning are too low. This is also noted in the speed server.

Actual formula:

Debris generated = Fleet Destroyed * (2% * Armour level)

New formula:

Debris generated = Fleet Destroyed * Max(35%, 2%*Armour level)

This change will enter in effect in 1 week from now.
