Permission to view guild scouted data without view inactivity time

A new permission have been added "-" that allows to view the guild scouted data without view inactivity time (when guild members are online).

Resume:

Permission "+" can access to guild scouted data and can view guild members inactivity time
Permission "-" can access only to guild scouted data
