The following terms are noted:
1. Blob galaxies off limits for shooting mobiles and bases (scouts okay)
2. Leave 1 FT occupation on an occupied base
3. No attacking bases until fully recovered defenses, unless over 50k enemy fleet is present
4. No attacking UCs or Indies with less than 50k occupying force, Drekons with less than 250k

If you instituted proper population control in your colonies, this would never be the problem it appears to be. Kill the cat, make the kids fight each other til only 4 left, conscript them, and maybe find the wife a nice secretary job?
