Reports would include scouting's of entire galaxy, details on all regions, which system are completely clean, which astros are occupied and if occupied, which clan said astro belongs to, and debris reports. All in exchange for contracts to provide me with protection for (X) amount of week's/months?

Give me the most important commodity, viable intel on enemy targets which I can kill profitably and I'll give you what you most desire a finders fee (share of the target derbs I generate) to grow your account so that you can protect yourself. If the target happens to be occupying your base well, that's just a bonus for you then isn't it lol.
