Scouts can scan an area for moving and stationary fleets.
Fleets with a scout have a Scan option, will scan region for stationary and moving fleets. This way, you can get intel about fleets BEFORE they hit you. There is a cooldown on this ability. The more scouts you have, the shorter the cooldown is on the scan, maxing out at 60 scouts and 1 minute. With one scout it takes one hour.

I can think of a number of reasons for it, the least of all repetitive clicking to scan a region would probably come up as some sort of script bot to the admins and get your a$$ banned. Then there is more server actions, that's completely unnecessary wastage. In the same token you could have your concept with scouts near your bases, and completely circumvent the need for upgrading after a certain build point.
Oh, and good luck getting Computer tech 60 if you are after doing one scout per region...

Repetitively using a game feature would get you banned? Since when? Players constantly spam F5 or click open entire regions worth of systems in less than a minute and don't get banned, and he's proposing a cooldown of longer than a minute.
