Since a player can only auto scout with 3 scout ships in auto mode. How about the ability to establish deep space station outposts. These Outpost stations provided coverage of a 3x3 region area. Basically spot to the top, right, left, bottom, center, and the 4 kitty corner. The cost would be 5,000 per outpost and counts towards your total number of fleets. So total cost is really 5,100 credits because you have to build the outpost ship and establish the station.
The intel would be gathered and added to one's existing report.
The station degrades with time, and it expires after 30 days. Otherwise it can be attacked and destroyed but only by a Death Star.

Agree with swearengens comment with regards to the DS.
Should b able counted as any other structure, prehaps with a slightly higher def/shielding value which could then be upgraded along simular lines as jg's
