Please separate "activity" and "scouted data".

Wizard has already stated that this will never happen. Besides if you can see activity you can tell if someone is scouting or not for the most part. If you can see scouted data you can tell who is scouting. There is a list in the report with number of regions scouted and if the player is inactive the auto scouts stop.

I do not understand what you wish to achieve and gain by separating out these permissions.
