Proposal on the future of Fenix (Diabetic Guilds of Fenix)

Purpose of this Proposal

To allow guilds to engage in balanced, 1 on 1 battle, with no outside interference, and no collusion with other guilds, and to avoid blob vs blob warfare and stagnation, all with the intent to keep more guilds, and the player base as active as possible in the server.

Good Faith Agreement

All guilds agree not attempt to exploit loopholes in this agreement.

Punitive Clause

No punitive clause required. It is up to the Fenix community to get together and use a common sense approach to dealing with guilds that infringe the agreement.

Splitting guilds

No guild should exceed 7 Billion fleet. If this happens a guild has to go to war, split, or find another way to drop below the 7B maximum. Once a guild hits 7 billion fleet, it has 2 weeks to implement a solution.

Number of Pacts

Guilds can hold 1 pact, which they shall disclose on their public guild page.

Warfare

Warfare is described as a significant amount of guild (x)’s fleet attempting to attack a significant amount of guild (y)’s fleet - and is not to be confused with the act of attacking a few accounts out on “OP’s” (which is considered normal game play). Warfare is against Fleet Blobs. (see Fleet Blobs)

War Declarations


Declaration Guidelines

War declarations must be made a minimum of 12 hours before the attacking guild makes an attack on the target blob.

War declarations need to be made on the AE Forums in Fenix Politics & Wars also war declarations must be sent in AE via private message to the AE-listed GM and Diplomat of the target guild or guilds


Fleet Blobs

A Fleet Blob is defined as a significant percentage of 10 or more players fleet of the same guild located in the same system.

No limit on Blob size.


Attacking

Attacking Guidelines

The Guild attacking a blob can be no more than 120% the size of the defending Guild. [This is necessary to prevent abuse, by preventing failed attackers from calling home to the mothership for more fleet, and to improve an attacker’s chances of success, since the defending blob probably has 75-80% of defending guild’s total fleet, at best]

Adjustment for blob-loving defenders: For each 30-day period in which a defending Guild has not been in a declared war, an attacker against their blob may be an additional 5% of the defending Guild’s size.

Valid Targets

In a declared war, only the defending guild or guilds specified in the war declaration can be attacked.

The guilds engaged in a war are considered off limit for other guilds.


War Protection

The guilds engaged in a declared war cannot have a war declared against them until the DNH period has expired.

In addition, a guild that splits in order to legally declare war (e.g., forms a war guild to comply with 120% rule) also cannot have a war declared against it until the DNH period has expired.


War duration and Post-War Protection

Wars shall last no longer than 3 weeks from the declaration of war.

A DNH (do not hit) period after a war will last for 3 weeks for both guilds involved in a war; however, either involved guild may choose to declare a new war during this period, in which case the DNH for that guild is (obviously) cancelled with respect to the new defending guild.

A guilds that is deemed to have lost a war - by definition not being able to secure the debris from a blob crash - will be afforded a 5 week DNH period.


Occupations:

Any base from a guild not in a war at that time can be hit.

All occ's have to be held by max 1 heavy cruiser (no perm occing) with 2 exceptions:

A Guild may Perma-occ in the galaxy where its largest Blob is located

Two guilds who are in a declared war may perma-occ each other’s bases anywhere in Fenix.

A Guild may Perma-occ *beep* low-level multis.

No base hits on a guild that is in a war by other guilds.


Bulking Up

Upon Declaration of War the guild declared upon may have 12/48 hours to secure players for gate access (max 5 players). Players brought to the declared upon guild will stay until the end of engagement. I

Prior to a Declaration of War, a Guild preparing to declare may increase its size by acquiring players from a Guild with which it is pacted. Any such players shall stay in the Guild until the end of the War (once a War is declared). Once a Guild has acquired two or more players from another Guild in any seven -day period, they shall declare War within 24 hours. If they fail to do so, they must kick all borrowed players within 24 hours.


Agreement Validity Period

This agreement is valid for 3 months from the date of execution, EXCEPT THAT a ⅔ majority of the signatories may revoke the pact prior to that date. A review of these rules will be conducted following expiry.


Effective Date of Agreement

This Agreement shall become binding and effective 3 days after the top five Guilds (by membership) have signed it. Any additional guilds shall have one week after the Agreement becomes effective to sign it - to sign on, a guild must have at least 20 members. Any guild that fails to sign during his period is not covered by the Agreement and cannot become covered until the Agreement is up for re-evaluation upon expiration.
