Limit total number of fleets on a base

Instead of adjusting pillages with bases and what not. I think bases need to be limited in the total number of fleets that can be over them. The total number of fleets should be equal to 10 plus the total number of command centers. This would limit the total number of fleets to roughly 30 to 40 over a top level player's base.

This would eliminate blobs and by breaking the number of locations up, change the game to one in which people fight other people's fleets.

doesnt really fix or change anything and adds a bunch of problems. Like how do you do a crash? limiting how many on an astro doesn't stop everyone blobing nearby on diff astros anyway which is basically the same as being blobbed together.

If a guild can only bring x number of fleets to an astro then the side with bigger fleets will always win, but if CC's where added how you suggest the defending side could field considerably more fleets than the enemy could land without CC's adding this bonus, so would be able to be virtually unkillable.
