Fighters are Too Powerful with 1% Cross-Shield Fire

Here is a game idea: it seems now everyone is attacking with hordes of fighters exploiting the 1% cross shield rule. How about only .1% of fighter and bomber firepower gets through Planetary rings and planetary shields and dreadnaughts and larger ships. This will help bring back their relevance and usage.
