Plenty of inactives to occ, so why spoil new players games for the sick pleasure of it?

its not for the sake of a sick pleasure...
if you cant make fleet, you cant attack the guilds. Perm-occing is just a type of defense like a turret or a pring, only difference is that it is much more effective.
And no, not everyone gets "lucky" to get in the guild owner of the cluster because there are spies that guilds have to be careful with.
And no, you cant stay in peace with a pact on the cluster cause you will be making a jgate for enemies to go to the guilds home, thus ruining their defenses.
And yes, the disband button is also for those situations.

Spies generally don't put much effort into building a good account cause they are just multis. If you can build a decent account in a cluster run by another guild you can generally get accepted, or at least into their sub guild. If they won't let you in, well, might be time to drop those arids and tundras you are probably running.
