RoE Rules:

EXCEPTIONAL RULES:
1) UCs are offlimits, unless the UC occupier has plundered 13th TRs in the past. We carry a list including the original TR plunders, which can be messaged to Guild Leaders upon request after a hit.
This also applies to ALL AE Players, regardless of Guild size. Alliance/Pact Guilds are offlimits, if a base is found that falls under the RoE, receive permission from their Guild leader/Diplomat first.
(Note: We won't be pushing a 10 man guild off their UCs or occupations, unless they have plundered TRs or pushed us off UCs/Occupations (in peacetime) in the past.)

2) Fleets over neutral territory are offlimits. Exception to this are Trade Route Plunderers.

3) Players can't be hit more then once in 48 hours, to prevent hitting all planets of a poorly defended player. Exception to this rule are Trade Route Plunderers.
(Note: This gives him/her a fair chance to fix defenses, and not be hit so bad that they quit the game. So if a 13th member has several base coords of the same player that fall under our RoE, only 1 per 48 hours can be taken.)

4) Scout Taps (Using a Scout or Corvette to take a base) are allowed, regardless of base Eco.
(Note: If you can't afford defense, we can spend your credits better for you.)

5) If a guild is using a POSTED a different RoE, one where under OUR policy they would be safe, but for THEIR policy the base is a target, then their RoE will be applied agsint them, and their RoE will be noted in our Private Forum.
(Note: Simply applying their rule back to those that they apply to us.)

6) If a player receives permission from the 13th Trade Route owner to take the route, (I.E. from both ends if the route is from 13th to 13th), they this is NOT considered plundering, and the exceptions won't apply.

7) Indy players are fair game. Any Indy player that eventually joins a guild will have their bases released within 3 days of joining a Guild.

No Farming allowed. Hit, collect, leave 1 Fighter or 1 Corvette. ( See General Rules item 2) below.

GENERAL RULES:

1) Guilds of 25 members or less. Hit collect, move on. Hit must bring a positive number once debris and pillage are calculated. This means regardless of defenses, but an immediate profit must be shown on the hit.
(This isn't trying to be cruel, simply common sense. Small guilds of less then 26 members will always have problems until they reach a certain size. The size 13th determined to bring them into the "big picture" is 26.) Once they reach 26 members, they can only be hit if they fall under the Eco/P Rings rule, or are Trade Route Plunderers.

2) Once debris has been cleared, 1 Fighter or 1 Corvette will remain. I don't want to see farming of an active player.
I do NOT approve farming. If a wolf has lengenthed his stay, inform me (the person occupied) and I will have them move on.
3) Hitting a 13th base that does not fall under this rule will result in a Retaliation of 2x the total loss incurred, done at a time and place of 13ths' choosing.
This is NOT dependent on the Retal being carried out by the same wolf that was hit. The retal will be carried out by wolves of our choosing, with Fleets named RETAL.

4) All players under Lvl 30 with 2 Ion Turrets OR 1 Distruptor Turret are offlimits. All players under level 30 with OUT 1 Disruptor or 2 I Turrets can be hit.
(Note: This is mainly for low level player hits on low level players, of which we do not have many left ANYWAY, and it encourages early on the building of defenses.)

5) Players level 30.001 and above, the following rules apply:

- Base with 100+ Eco without Pring = Target
- Base with 126+ without 10/10 Pring = Target

The initial 100 Eco, 1 P Ring rule allows for growing planets (once the player is out of the level 30 or less rule) to achieve their first ring easily.
The 2nd rule reinforces the need that 1 P Ring is not enough

TRADE ROUTE PLUNDERING:
Trade Routes will only be plundered under the following rules:

1) Receiver of the TR has been informed AND replied to have the route taken
or
2) The route goes to a player in our TR Plunderer list.
or
3) The Guild of the receiver on the other end is listed in our Guild Plunder list.
(These are guilds that have habitually plundered 13th TRs in the past)
or
4) The base had no fleet over it PRIOR to being hit. (The other end of the route will still be informed after the fact in this case).

Hellsfury remained in 13th as a solo guild, until 2017, then joined Mojo; thus closing 13th down for good.

Eventually went inactive in 2018.
